OWNER´s REP.

In a high-end residential project, the Owner’s Representative, commonly

known as Owner’s Rep plays the project manager role. An Owner’s Rep scope

of services usually covers all phases of the project. He or she helps establishes

owner’s goals and objectives for budget, schedule, design, function, and quality.

These become the anchors that guide the decision-making process through the

entire design and construction process.

Then with the development of the scope of the project in hand, the final

activity of the Owner’s Rep is to assist in the assembly of the Project’s Team

– architect, land planner, consultants, contractors, legal, accounting etc. This

could include putting the Request for Proposal (RFPs) together and providing a

complete analysis of contractor/consultants RFP responses and assisting with

the award of the contracts and negotiation of the appropriate terms.

Below is an explanation of services offered typically by Owner’s Rep at each

phase of the project, which include:

1.Concept/Initiation

The purpose of the Concept/Initiation phase is to determine the preliminary

project architectural and landscape ideas and concept.

2.Feasibility

The purpose of the Feasibility phase of the project process is to further refine

and scrutinize the concept for the next phase of Design and related cost

feasibility.

3.Design

The purpose of the Design phase through the schematic, design development

and construction documents process are to finalize the project’s plans and

specifications so that costs, budgets, timing, approvals, and permits can be

secured in the Procurement phase of the project.

4.Procurement

The purpose of the Procurement phase is to get everything lined up and ready

to go to begin construction.

5.Construction

The purpose of the Construction phase of the project is to materialize plans

and specifications in an organized and safe manner within an approved by Owner budget and time.

6.Post Construction

The purpose of the post-Construction phase is to complete the project and

turn over control to the owners or the owner’s management team, activating

all warranties and closing out all construction contracts

Even though Mexican norms and regulations are pretty much based on US

standards, means and methods are certainly different. An Owner’s Rep with

vast knowledge and expertise on local and Mexican design and construction

practices, familiarized with US clients’ requirements, is strongly recommended.

Architects in Mexico rarely assume Project Management and/or Construction

Manager roles. They stay focused on design production and oversee quality

construction compliance with plans and specifications.

1.Third-party, Owner’s Representative

2.Represents Owner’s interest in the Project, acting as a professional expert

in high-end residential construction by using his knowledge, good judgment,

skills, experience, and relationships

3.Manages project’s Team to ensure project needs are fulfilled and construction

is completed on time, within approved budget and expected quality

4.Advises and agree with Owner on adequate project and construction delivery

methods

5.Supplement Owner’s internal team management and administrative

capabilities

6.Works across all projects stages from feasibility to closeout leading the Team

on best practices and methodology by establishing milestones and ways to

reach them

7.Tracking, Monitoring and Evaluating every aspect of projects and project’s

Team to implement actions improving performance and productivity.

8.Owner’s Rep also Provides:

• Technical support and knowledge for planning and programming

• Expertise, strategy, and supplementing resources

• Advice and consultation with respect to design, value engineering, scope of

work, cost estimating, and vendors and contractors’ prequalification

• Management with respect to preparation of budgets and schedules which

shall serve as control standards for monitoring performance

• Selection, negotiation with and oversight of designers, consultants, and

contractors

• Conflicts management within project’s Team

• Contracts management and administration.
